Our founder, Dr. Howard Bender, has over 25 years of college teaching and administration experience and over 30 years of government and industry experience as a practicing software engineer.  He developed the joint Master of Software Engineering degree program for the University of Maryland and administered it for its first three years.  He's also served as Dean of Academics at Neumont University and as Dean of the School of Computer Information Systems at Stratford University.  He developed four new Bachelor degrees and two new Master degrees for Stratford and wrote the documentation for their successful accreditation by the State of Virginia and by the U.S. Department of Education.   A stickler for quality, Dr. Bender has received formal recognition for his work from NASA and from Johns Hopkins University.  He earned a B.S. in Science from Penn State University, an M.S. in Computer Science from the Polytechnic Institute of New York, and a Ph.D. in Curriculum & Instruction (Computer Education) from the University of Maryland.  Dr. Bender can be contacted at

Dr. William Schipper has over 20 years experience as an educator and administrator in public schools and colleges.   He's served as Academic Dean of Strayer University, responsible for academic quality and student retention, and as Dean of the School of Business and Graduate Studies at Stratford University.  He developed undergraduate and graduate degree programs in Accounting for Stratford and wrote the documentation for their successful accreditation by the State of Virginia and by the U.S. Department of Education.  He's served as Executive Director of the International Learning and Technology Center in Louisiana.   With a special interest in educating at-risk and special needs students, Dr. Schipper served for 20 years as Associate Director and Executive Director of the National Association of State Directors of Special Education, and he designed a Charter School for these students that was approved by the Louisiana Board of Education .  He has also been a management consultant with contracts at the FBI National Academy, the US Small Business Administration (Minority Enterprise Division), The Marcus Center, Emory University, and Town and Country preferred Network Employee Assistance Program (Seattle).   He earned a B.A. in Political Science from Chico State College, an M.A. in Secondary School Curriculum from the University of the Pacific, and a Ph.D. in Educational Administration and School Law from the University of Utah.   Dr. Schipper can be contacted at

Dr. James McCray has more than 18 years of University Online and Campus based teaching and supervisory experience at Strayer and Stratford Universities.   He was Strayer University's first Academic Dean for StrayerOnline, responsible for establishing, developing and promoting academic programs and the conditions for current and future academic growth.   He has academically hosted accreditation visitors and testified before the District of Columbia Licensure Commission for Strayer University Online degree programs approval.   Dr. McCray's extensive work experience includes serving 16 years with the U.S. Department of the Navy and as a Director and an Assistant Hospital Administrator in New York City at the Mount Sinai Hospital and School of Medicine, Bronx Municipal Hospital Center, and Lincoln Hospital.   He has lectured widely and received numerous military and community service awards.   He has professionally and academically supervised personnel and students from more than 25 different countries in areas of health care administration, computer information systems, business administration, public administration, and education.   Dr. McCray has an intimate familiarity with Chinese, Thai, Filipino and Korean cultures.  He earned a B.S. in Management from Medgar Evers College -- City University of New York, a Master of Business and Public Administration from Southeastern University, an M.S. in Information Systems from Strayer University, and a D.P.A. in Public Management from Nova Southeastern University.   He is the recipient of the 2004 Donald R. Dr. John Solomond has 9 years experience as an educator at George Washington University, the Defense Systems Management College, and Stratford University.   He's taught computer science, software engineering, data communications, wireless communications, operations research, probability, statistics, and program management.   Dr. Solomond also has 20 years of industry experience as a professional engineer supporting Defense and Homeland Security projects, including the full range of program management, strategic planning, hardware, software, measurement, and analysis aspects.   He's served as Director of the Ada Joint Program Office and Chairman of the Ada Board. He earned a B.S. in Electrical Engineering from Carnegie Mellon University, an M.S. in Electrical Engineering from Carnegie Mellon University, a Ph.D. in Computer Science and Industrial Engineering from Texas A&M University, and is a Licensed Professional Engineer in Virginia.   Dr. Solomond can be contacted at

Dr. Kwang Lee has over 2 years experience as an educator and administrator at the University of Northern Virginia, Strayer University, and Stratford University teaching computer science, management information systems, and business intelligence courses.   Dr. Lee also has over 7 years of industry experience developing mobile communications systems for Samsung Electronics and pharmaceutical information systems for the Korea Pharmaceutical Manufacturers Association, and he holds 4 patents.  He earned a B.S. in Mathematics from Ajou University, an M.B.A. in Management Information Systems from Ajou University, an M.S. in Computer Science from Texas A&M University, and a Ph.D. in Engineering Science (Human-Computer Engineering) from Rensselaer Polytechnic Institute.   Dr. Lee can be contacted at

Dr. Leon Delchambre has over 10 years experience as an educator at ITT Technical Institute, Stratford University, and a technical college in Brussels where he taught electronics and telecommunications courses.   He also has over 40 years of industry experience developing telecommunications systems at NATO's SHAPE Technical Center in The Hague, Computer Sciences Corporation, The MITRE Corporation, TRW, and in electronic publishing.   Dr. Delchambre has also supported the Office of the U.S. Secretary of Defense and the Organization of the Joint Chiefs of Staff, and was a language instructor at NASA Headquarters.  He earned a B.S. and M.S. in Electrical and Mechanical Engineering (combined degree) from the University of Brussels, a B.S. in Physics from the University of Brussels, and a Ph.D. in Telecommunications from the University of Brussels.   He also graduated in National Security Management from the University of the Armed Forces in Washington, D.C.   Dr. Delchambre can be contacted at

Dr. Paul Jaikaran has over 2 years experience as an educator at Nova Southeastern University, Strayer University, and Stratford University, where he taught business and research courses.   He also served as Department Chair at Nova Southeastern University. In addition, Dr. Jaikaran has over 25 years of industry experience in telecommunications at Nynex and Verizon, where he also served as Project Manager of the Fiber Optic Service (FiOS) in Virginia.   He's a specialist in program management, business development, conflict management, and change management.  He earned a B.S. in Information Systems from Strayer University, an M.S. in Communications Technology from Strayer University, and an Ed.D. in Organizational Leadership from Nova Southeastern University.   Dr. Jaikaran can be contacted at

Dr. Herbert Green has more than 15 years progressive academic experience in three university settings conducting research and teaching undergraduate and graduate level courses in the classroom and online in project management, international business, and economics.   He also has over 25 years of administrative experience including service in the New Orleans Urban League, the District of Columbia Government, Fleming Group Engineering Consultants, George Washington University, and the National League of Cities.  A specialist in online education, Dr. Green has supported accreditation activities for online programs and promoted the successful marketing of an online graduate Public Administration curriculum.   Dr. Green is a member of the American Society for Public Administration, the American Economic Association, and the American Management Association.  He earned a B.S. in Business Administration from Southern University and A&M College, an M.P.A. in Public Administration from the University of New Orleans, and a D.P.A. in Public Administration from Nova Southeastern University.   Dr. Green can be contacted at
